New rules guide robotic intelligence

Hangzhou in East China's Zhejiang province has rolled out the country's first local regulation on embodied artificial intelligence, which took effect on May 1.
Covering technological innovation, infrastructure development, industrial management, application empowerment, and security management, the ordinance sets standardized and high-quality growth of the emerging sector.
Zhou Junjie, senior vice-president of Zhejiang SUPCON Information Co., Ltd., noted that with extensive input from enterprises, research institutions, and industry associations, the regulation reflects the current development status and bottlenecks of China's embodied AI industry, offering valuable references and guidance for the nation.
According to Zhou, the progress Hangzhou has achieved in the embodied AI industry, which has been propelled by several leading enterprises — represented by Unitree Robotics and DEEP Robotics — demonstrates the feasibility and soundness of the local regulations. These rules will serve as an example to drive the entire industry.
As an example of embodied AI, the " Hang Xing Zhi Jing" robot produced by SUPCON Information can perform standard command gestures, such as guiding traffic to go straight and stop, and is also capable of identifying riding without safety helmets, stopping beyond traffic lines, and running red lights at zebra crossings, following up with polite voice reminders. It is expected to take on a wider range of tasks in Hangzhou, ranging from West Lake scenic area to Qianjiang New Town.
"Though it is a local ordinance, it is universally applicable," Zhou said, adding that the regulation takes into account China's current technological landscape and the challenges faced by the embodied intelligent robotics industry. "Undoubtedly, it offers valuable guidance and reference for the development of embodied intelligence, not only for Hangzhou but also as a benchmark for the development of embodied intelligence nationwide."
"Furthermore, the regulation clarifies the core concept of 'embodied intelligent robots' through legislative means, connecting the full industrial chain covering technology, application scenarios, market, and security. It gives companies full confidence to increase R&D efforts, roll out applications, and expand businesses, serving as a solid backbone for enterprise development," Zhou pointed out.

Grounded in the belief that the rule of law creates a sound business environment, Zhejiang has launched a host of pioneering reforms, including the one-stop service for enterprise entry and the "enterprise service station" mechanism, ensuring swift responses to needs and timely resolution of issues, which has significantly enhanced the business environment.
According to a survey made by the All-China Federation of Industry and Commerce (ACFIC) in 2025, Zhejiang ranks first nationwide in four major categories: market environment, legal environment, innovation environment, and government services environment. Its government service sector has maintained the top position for four consecutive years.
At the symposium marking the 20th anniversary of the rule of law-based Zhejiang, Wang Hao, Party secretary of the province, emphasized that the province will continue to promote high-quality development through law-based governance. He stressed that improving laws and systems is essential for fostering a world-class business environment and a highly competitive business environment, implementing the requirements for building a first-class national modern business environment.
"This constitutes a key part of Zhejiang's new drive to advance reform and opening-up to a higher level," Wang said.

预计今后它们将在更广泛的区域执行任务，覆盖西湖景区、钱江新城及杭州其他地区。

在纪念建设法治浙江20周年座谈会上，浙江省委副书记、省长王浩强调了通过法律服务支持高质量发展的关键作用。他表示，应持续完善规则体系，系统化培育世界级创新生态系统和高度竞争力的营商环境，并全面落实建设全国统一大市场的要求。
